Paul qualified in 1980 from Liverpool and went to work in Nottingham in the Community Dental Service entering the initial pilot vocational training programme. After two years he left to become an associate at Nottingham University where he worked for 6 years before taking up a lecturer post at the then London Hospital Medical College. He subsequently worked at Kings and UCL before taking up a service role as a Consultant in Dental Public Health. He has acted as Vice Dean for the fGDP(UK) on two occasions. Currently he holds an honorary clinical professorship in the school of medicine at UCLan, an honorary Senior Lecturer post in Dental Public Health, acts as an Editor for E-learning for Health, DH and Royal Colleges and sits on the Editorial Board of the British Dental Journal and Primary Dental Journal. He was appointed as adviser to the Department of Health and Children, Ireland on the dental reform programme in 2014, as Dental Lead for the Primary Care Home Model project run by the NAPC in the UK and acts as an adviser to the BDA on the contract reform programme. He has advised a number of governments and international bodies on dental policy acting as an advisor to the Health Committee for the review of the 2006 dental contract. He is currently the Chief Facilitator of the Fellowship Management Board and a Director of Oral Care Consulting.
